His dramatic speech came amid claims that the Russian Volunteer Corps, Freedom or Russia Legion, and Siberian Battalion all regularly carried out diversionary operations in Belgorod, which borders Ukraine.
The three units have announced many artillery strikes on the region over the past few weeks, and called on local people to evacuate.
The governor of Belgorod, Vyacheslav Gladkov, revealed on Tuesday that 9,000 children from areas near the Ukrainian border had been evacuated.
