Among those on the honours list are members of the RAF flight crew who brought her coffin down to London from Scotland, military coffin bearers and the funeral organisers.
Ms Kelly has been upgraded to a CVO, or Commander of the Royal Victorian Order, rather than a DCVO, or Dame Commander.
One insider has considered the move might have been deliberate, as some in the royal household were said to be “jealous” of Ms Kelly’s favour with the Queen.
Born in Liverpool and the daughter of a dock worker, Ms Kelly served the Queen from 2002 until her death 20 years later, and Her Majesty was known to have a strong bond with her.
Last year the Daily Mail reported Ms Kelly has retained a grace-and-favour house on the Windsor estate, however the locks were changed on the Queen’s apartments not long after her death meaning the dresser could not gain access.
Some have also speculated Ms Kelly may write a book about her experiences and go on the chat show circuit in the US.
The recipients of the Demise awards are decided upon by a committee of five senior officials, with their choices signed off by the King.

Ms Kelly is responsible for some of the Queen’s most iconic and well-received looks over the past 20 years, including the pale yellow outfit she wore in 2011 to Prince William and Kate Middleton’s wedding.
Her Majesty also wore a custom Angela Kelly mint green dress to the Diamond Jubilee Thanksgiving Service in 2012, after setting up her own label.
The label is called Kelly & Pordum, which she founded with dressmaker Alison Pordum.
She previously told The Telegraph: “I design the clothes and Alison Pordum and our team make them. It all started because we designed one or two things for the Queen which she liked, and one thing led to another.”
In 2012 Ms Kelly was also made a Lieutenant of the Royal Victorian Order at Buckingham Palace.
She has so far written two books about her time with the Queen, the first Dressing the Queen: The Jubilee Wardrobe being published in 2012 in celebration of the Diamond Jubilee.
She followed it up in 2019 with The Other Side of the Coin: The Queen, the Dresser and the Wardrobe, which shared many fascinating anecdotes about life in the royal household.
Ms Kelly revealed that Her Majesty’s diamonds are polished with gin and water, and that she would often shop in the “bargain bucket” to satisfy the Queen’s love of a good deal.
