The document, organized by a junior diplomat critical of Biden’s support for Israel, reflects divisions within the administration.

The memo alleges that actions by Israel, including cutting off electricity and carrying out attacks, constitute war crimes.

It also criticizes Biden for questioning the number of deaths in Gaza.

The authors express broader concerns about U.S. policy in the Middle East and the failure to advance a two-state solution. The memo was transmitted to the State Department on November 3rd.
